Executive Order 1438 and Library Database Access
President Trump signed Executive Order 14238 eliminating the Institute of Museum and Library Services to (IMLS). IMLS is the single largest source of critical federal funding for libraries. In the President’s FY2026 budget, IMLS is eliminated. Due to this funding cut, MBLC had to reduce its offerings significantly.
Beginning on July 1, 2025, statewide research database offerings will be significantly reduced, but the MBLC and Massachusetts Library System (MLS), which jointly fund statewide databases, will maintain several of the most heavily used. The MBLC and MLS prioritized providing databases that support students at every level of learning: elementary, middle, high school, and postsecondary education. See below and reverse for details and research options. For more information about the impact of Executive Order 14238, please visit: libraries.state.ma.us/federal-funding-at-risk
